Russell Hildebrand has been with the City of Rocklin for thirteen years, serving as City Attorney, General Counsel to the City’s Redevelopment Agency, and Public Finance Authority General Counsel for the last seven years.
Prior to coming to Rocklin, he worked for the Sacramento Housing and Redevelopment Agency as a contract staff attorney. Russell is responsible for all of the legal affairs of the City, Agency and Authority, with a major focus of his practice being land use and environmental law, municipal finance, public contracting, real estate transactions, code enforcement, and redevelopment law.
